Shamrock Roofing vs. Iowa: Free Speech or UPPA?
This week on The Roofing News, Dmitry covers one of the biggest legal battles in the roofing industry — the fight between Shamrock Roofing and the State of Iowa over what counts as free speech and what crosses into unlicensed public adjusting.
It started in 2024, when Iowa regulators launched a crackdown on roofing companies promoting insurance help in their marketing — sending 70 warning letters and 8 cease-and-desist orders statewide. Most contractors backed down, but Shamrock’s owner Garen Armstrong decided to fight back, arguing that his company’s statements like “we’re insurance claim experts” were protected under free speech.
Dmitry talks to both sides — including insurance defense attorney Steve Badger — to unpack what this case could mean for contractors, insurers, and homeowners across the country. As Garen prepares to appeal the ruling, the outcome could redefine how roofers advertise and discuss insurance claims online.
